Overall specs/gist of the Remote Equipment Charlie 25, might get you interested
Reminds of a mystery ranch, that your friend has, but with improvements
- Has implemented your idea with your custom backpack shelves, but vertically, might work well with your 3-tier-item-system. Just to have 3 groups of items, at least.
- Weights as Minaal Daily or lower, if you take out frame sheet. Weight per volume is much better, but don't have numbers at hand, smth around 50%.
- Made out of ECOPAK fabric, that is actually waterproof (compared to minaal)
- Size goes from 15L to 30L (you don't need that space, yes, but more tea to bring back, why not).
- Removable frame sheet to get it under 800 grams
- To me personally much more comfortable due to load-lifters and some harness tapering magic, than minaal, might not be the case for you
Upon the first look, please, try to look past the marketing materials. They don't emphasise how slim it can be in reality, that it has actually 3 dividers inside and that it's one of the most lightest backpacks out there.
They show off more "pack to the brim" marketing materials.

Just answered and raised same concerns.
1. Looks - well...who cares ; D But, to be honest, I like the look, but here we talk functionality.
2. In my scenario it's pretty close to full pack/unpack. If you open it like a kedavr there is nothing I can't access and everything is visible.
3. You can retrofit fidlocks to make unbuckling easier. If so - then it's a matter "pull the flap and dig hand it". You know exactly where everything is, since there are only 3 zones of the backpack, that don't mix (pretty much like colours in a toothpaste)
4. You can unzip without opening the flap. If some items are not in the internal pockets - they are reachable from the bottom too.

The real and noticeable downsides to me are
- 2-step laptop access (or 1.5 step, if you permanently take the hood off).
- slightly taller (but still fits under the seat easily and can be jammed into the sizing bin, if the airport staff asks one more time "just to be sure, that they can't rip you off".
other than that - feels like an upgrade after minaal (with all respect)
Your description had me interested.... but the middle zipper + cinch + top flap looks terrible to me. I want to just unzip one thing and reach in to grab what I need, or if I'm doing a full pack/unpack I want to open it 180° like a suitcase.
